Queering Women, Peace and Security

The International Studies Association is pleased to announce that the 2018-2019 James N. Rosenau Postdoctoral Fellow, Jamie J. Hagen, Ph.D., will discuss her research on Queering Women, Peace and Security. Beginning in 2000, the first Women, Peace and Security (WPS) resolution passed by the Security Council called for inclusion of a gender-perspective in all peace and security work. Despite the groundbreaking work of the now 8 WPS resolutions, homophobic and transphobic violence in conflict-related environments is largely overlooked. This is in part because gender analysis prompted by the WPS architecture remains limited by binary sex categories with heteronormative assumptions. Understanding why this occurs and how to respond to this shortcoming requires investigating how lesbian, bisexual and transgender (LBT) women fit into WPS discourse. In her presentation, Dr. Hagen reviews the troubled discourse of “women” and “gender” in the WPS architecture and what the three “P’s” of the WPS agenda (protection, prevention and participation) look like if applied to the lives and needs of LBT women. In conclusion, participants will consider next steps for bridging WPS conversations with LGBTQ human rights conversations.
