Improving Water Quality: Are Economics and the Environment Always at Odds?

Catherine Kling is the Tisch University Professor of Environmental, Energy, and Resource Economics at Cornell University and Faculty Director, David R. Atkinson Center for a Sustainable Future. Professor Kling was elected to the National Academy of Sciences in 2015 and leads an interdisciplinary research group developing integrated assessment models related to agricultural land use, water quality and ecosystem service valuation.

In the final Teale Series lecture of the academic year, Dr. Catherine Kling will share and discuss her research examining the societal costs of water pollution and the need to engage with policy makers and professionals to develop an integrated assessment model for measuring the cost of water pollution. Assessment that include methods to evaluate how people value environmental amenities and how that translates into support for environmental improvements. Kling has built an interdisciplinary research group that develops integrated land use and water quality models to provide policy guidance on the design and implementation of environmental policies in agriculture.

The enormity of the problem and the challenge of measuring costs to society has been made clear by prior studies focused on the state of water quality in the United States. From this backdrop, Dr. Kling will discuss a range of policy and private market approaches to addressing agricultural water pollution problems including the possible role of certification programs, water quality markets and trading, voluntary adoption of conservation practices, level of federal and state financial support, presence of state level regulations, and the role of conservation compliance.
